Remodeling in Winter Garden

Winter Garden is two places under one name. The original town grew up around citrus and the railroad, and the streets near Plant Street and the West Orange Trail still have older homes with real character, along with the small-house layouts and aging systems that come with them. South of SR 50, the Horizon West villages have added thousands of newer homes since the 2000s, many of them now old enough that the builder finishes are wearing out.

That split shapes what we do here. Owners near downtown usually want to keep the feel of an older house while making the kitchen and bathrooms work for today, which can mean careful work around original floors and trim. In Stoneybrook West, Hamlin, Summerlake and the other Horizon West neighborhoods, the request is more often a first full remodel: replacing builder cabinets and laminate, converting a garden tub, and running one durable floor through the main level.

Jurisdiction is a real question here. Horizon West is unincorporated Orange County even though many of its homes carry a Winter Garden address, so permits there go to the Orange County Division of Building Safety rather than the City of Winter Garden. We confirm the parcel before we design, and then prepare the application for the right office. The same lookup tells us which association guidelines apply, since nearly every Horizon West village has its own.

Homes in Winter Garden and what they need

Winter Garden's older homes near downtown include early and mid 20th century frame and block houses, some on raised floors, with small kitchens and one or two compact bathrooms. Around them are 1980s and 1990s subdivisions of block and stucco on slab. Stoneybrook West and the Horizon West villages are mostly 2000s through 2020s construction: larger two-story plans, builder-grade cabinets and tile, fiberglass showers and garden tubs, and open layouts that need updating rather than rebuilding. Interest in outdoor kitchens and covered lanais is high across the newer neighborhoods.

Who issues building permits in Winter Garden?

Inside city limits, the City of Winter Garden Building Department issues residential permits through its online portal. Horizon West and other unincorporated areas with Winter Garden addresses go to the Orange County Division of Building Safety. The Orange County Property Appraiser record shows whether a parcel is in the city or unincorporated.

The City of Winter Garden states that no construction may begin until the permit is issued, and that changes to a permitted project need revised plans approved by the plans examiner, so we finalize selections and drawings before submitting. Notices of Commencement for Winter Garden jobs are recorded with the Orange County Comptroller. For Horizon West homes, the county reviews the application online. Kitchen and bath work that moves plumbing, adds circuits or changes walls generally needs a permit in either jurisdiction; flooring alone usually does not, but the building department decides.

HOA and architectural review

Nearly every Horizon West village and most newer Winter Garden subdivisions have homeowner associations with architectural review for exterior changes, outdoor kitchens and windows. Interior kitchen and bath remodels usually need only contractor access coordination, but we read the guidelines before scheduling.

What we plan around in Winter Garden

  • Horizon West is unincorporated Orange County, so a Winter Garden address there means a county permit, not a city one.
  • Older homes near Plant Street may have raised floors, older drain lines and original wood floors worth protecting during the work.
  • Horizon West homes are often 10 to 20 years old, the age when builder showers, cabinets and flooring typically start failing.
  • Two-story plans in newer neighborhoods put bathrooms over living space, so waterproofing and leak prevention upstairs are a priority.
  • Planned communities usually require HOA approval for outdoor kitchens and exterior changes before the permit.

Your measurements become a 3D model, so you see the layout, cabinet heights and finishes before anything is ordered or torn out.

"I highly recommend. They are very honest and trustworthy processionals. We were able to leave our home with no worries of things being done correctly. They always sent us updates on the progress all the way until the job was complete. The price was affordable and they did not try to add upgrades along the way. We would hire them again in the future if we need more work done on our home."

FAQ

Remodeling in Winter Garden: questions

Do not see your question? Call us or send the estimate form and we will answer it on the phone.

Is Horizon West part of the City of Winter Garden for permits?

No. Horizon West is unincorporated Orange County, even though many homes there use a Winter Garden or Windermere mailing address. Building permits for those homes go to the Orange County Division of Building Safety. Homes inside Winter Garden city limits, including the historic downtown area, are permitted by the City of Winter Garden Building Department.

Can you update an older home near downtown Winter Garden without losing its character?

Yes. We often keep original trim, doors and wood floors in the rest of the house while remodeling the kitchen and baths inside the existing layout. We look at the subfloor, plumbing and wiring during the in-home visit and explain where older systems may need replacing, so the estimate reflects what a house of that age usually needs.

Do you build outdoor kitchens in Winter Garden?

Outdoor kitchens are a common request in Winter Garden, especially in Horizon West and Stoneybrook West. They usually involve gas, electrical and sometimes plumbing, which generally need a permit, and an HOA design approval first. We plan them alongside an indoor kitchen remodel when owners want both done together.
