Remodeling in Sanford
Sanford is two very different housing markets inside one city limit. Near Lake Monroe and the downtown riverfront, the Sanford Residential Historic District holds frame bungalows, two-story Victorian-era homes and early 1900s houses built when the town shipped celery by rail and steamboat. Out west toward I-4, Rinehart Road and the SR 417 corridor, most homes are concrete block subdivisions from the 1990s onward. A kitchen plan that suits one rarely fits the other, so we start every Sanford project by looking at what the house is actually built on.
In the older blocks around Park Avenue, Magnolia Avenue and Mellonville Avenue, many homes sit on raised wood floors over a crawlspace instead of a slab. That changes plumbing work completely: a new sink or shower location usually means running lines under the floor framing rather than cutting concrete, but it also means checking for soft subfloor, old galvanized supply pipe and cast iron drains before tile goes down. In the newer subdivisions the job looks more like a typical Central Florida slab remodel, with builder-grade kitchens and hall baths that owners are now ready to replace.
Because Sanford is also the Seminole County seat, homeowners often assume the county handles every permit. It does not. Addresses inside city limits go through the City of Sanford, and exterior work in the local historic districts needs a separate approval before construction. A house on Oak Avenue and a house in a newer subdivision near the 417 can face different reviewers, different paperwork and different lead times. We sort that out at the first visit, before any design is final, so the schedule you see is the one that actually happens.
Homes in Sanford and what they need
Sanford has some of the oldest housing stock in Seminole County. The historic core near downtown and Lake Monroe dates largely from the late 1800s through the 1920s: wood-frame bungalows and two-story homes, many on raised floors, some with plaster walls, original heart pine and electrical or plumbing that has been patched by several owners over the decades. Neighborhoods built after the 1950s shift to single-story concrete block on slab, and the large subdivisions west of downtown are mostly 1990s and 2000s construction with builder-grade kitchens, laminate counters and fiberglass tub surrounds. Typical needs: updating original wiring and drains in historic homes, and full kitchen and hall-bath replacements in the newer tracts.
Who issues building permits in Sanford?
The City of Sanford Building Division issues residential building permits for addresses inside Sanford city limits. Properties in unincorporated Seminole County (some addresses carry a Sanford mailing address but sit outside the city) are permitted by the Seminole County Building Division. Check the tax district on the Seminole County Property Appraiser record: a city name means the city permits it, "County" means the county does.
The City of Sanford runs permitting, plan review and inspection scheduling through its online portal and reviews plans electronically. For a kitchen or bath that moves plumbing, adds circuits or removes a wall, we file the building and trade permits under our general and plumbing contractor licenses and schedule each inspection as the work reaches that stage. Cosmetic like-for-like updates may not need a permit, but the building department makes that call, not us.
If the home is inside one of Sanford's local historic districts, there is a second step. The city's Historic Preservation program requires a Certificate of Appropriateness before exterior work in the Downtown Commercial, Sanford Residential and Sanford Avenue districts, and for demolition or new construction in Georgetown. Interior kitchens and baths are generally not part of that review, but new windows, exterior doors, additions or a relocated bathroom vent on the street side can be.
HOA and architectural review
The historic neighborhoods near downtown generally have no HOA, but they do have the city's historic district review for exterior changes. Newer subdivisions west of downtown and near the 417 often have HOAs with architectural review for exterior work, window styles and additions, which we submit before permitting.
What we plan around in Sanford
- Raised wood floors in historic homes: plumbing moves are easier than on a slab, but we check subfloor, joists and old drain lines before setting tile or heavy stone.
- Exterior changes inside the Residential, Downtown Commercial or Sanford Avenue historic districts need a Certificate of Appropriateness from the city before work starts.
- City limits versus unincorporated Seminole County decides which building department reviews the job, and a Sanford mailing address does not settle it.
- Older homes may still have galvanized supply lines, cast iron drains or ungrounded circuits, and a permitted kitchen or bath remodel is the natural time to replace them.
- Homes near Lake Monroe and the St. Johns River sit in a humid, low-lying area, so bath ventilation and moisture-tolerant materials matter even more than usual.

"I highly recommend. They are very honest and trustworthy processionals. We were able to leave our home with no worries of things being done correctly. They always sent us updates on the progress all the way until the job was complete. The price was affordable and they did not try to add upgrades along the way. We would hire them again in the future if we need more work done on our home."

FAQ
Remodeling in Sanford: questions
Do not see your question? Call us or send the estimate form and we will answer it on the phone.
Do I need historic approval to remodel a kitchen in downtown Sanford?
Usually not for interior work alone. Sanford's Certificate of Appropriateness covers exterior work, repairs and site work in the Residential, Downtown Commercial and Sanford Avenue historic districts. A kitchen that stays inside the existing walls normally needs only the regular building permit. If the project adds a window, changes an exterior door or bumps out a wall, we plan for the historic review before applying for the building permit.
Is my Sanford address permitted by the city or by Seminole County?
It depends on whether the parcel is inside city limits, not on the mailing address. The Seminole County Property Appraiser record shows a tax district: if it names the City of Sanford, the city's Building Division issues the permit; if it says County, the Seminole County Building Division does. We confirm this during the first visit and file with the right office.
Can you remodel a bathroom in an older Sanford home with a raised floor?
Yes, and raised floors are often easier for moving a toilet or shower drain because the lines run below the floor framing instead of through concrete. The tradeoff is structure: we check the joists and subfloor for rot or sag, add blocking where tile needs a stiff base, and replace old cast iron or galvanized lines while the floor is open.
How long does a kitchen remodel in Sanford usually take?
Most full kitchen remodels take 6 to 10 weeks of construction once materials are on site, after design, selections and permitting. Historic homes can add time when opening walls uncovers old wiring or plumbing that has to be brought up to code. Cabinet lead time is often the longest single wait, so we order early and confirm every piece before demolition.
